Reimagining Commissioning for Next-Generation Health Systems

Traditional commissioning was built to purchase services from discrete organisations, but modern health outcomes emerge from the interactions of people, providers, communities and infrastructure. This article argues for a capability-driven model of distributed commissioning that enables health systems to sense population need, share risk and continually redesign themselves for better outcomes.
